Cashless Transaction Notification

Visa, Mastercard and the other card brand networks (the “Networks”) have explicitly prohibited the use of ATM terminals to facilitate non-cash transactions, including so-called “cashless terminals” whereby a point-of-sale purchase transaction, whether initiated at the ATM terminal or a separate point-of-sale terminal, is miscoded as an ATM cash disbursement and submitted to the Network as an ATM Transaction under an ATM terminal (“Cashless Terminals”). These “Cashless Terminals” subvert the Network rules, including those that (i) require complete, accurate and valid transaction data, including accurate MCC Codes (See Mastercard Rules Section 3.3; Visa Rule 1.7.2.1) and (ii) prohibit the submission of any transaction that is illegal or, in the sole discretion of the network, may damage the goodwill of the Network (See Mastercard Section 5.11.7; Visa Rule 1.5.1.4).

Additionally, the sponsorship of our ATM terminal transactions by our sponsor bank is explicitly limited to ATM transactions whereby cash is dispensed from the ATM terminals. Accordingly, our registration with the Networks only extends to such ATM transactions. Other than Balance Inquiries, our ATM terminals are not authorized and we are not registered to facilitate non-cash transactions including “cashless transactions”, “quasi-cash transactions”, “scrip transactions”, Cashless Terminals, or any other point-of-sale (POS) transaction (collectively, “Cashless Transactions”).

As such, we have a zero-tolerance policy for any Cashless Transaction. Should you be found deploying terminals that are being used to facilitate any Cashless Transaction (whether by you or by your merchant outlet location), or you are otherwise processing or facilitating the processing of any Cashless Transactions, it will result, at minimum, in the deactivation of the offending terminal and/or the removal of the merchant outlet location as an approved location and the removal of the terminal from such location.
